In December 2009, China Ministry of Health (former MOH) launched a “clean-up” petition process, in which manufacturers or importers of unapproved food contact materials were permitted to file petitions in order to seek appropriate clearance. From 2011 to 2013, MOH or China National Health and Family Planning Commission (NHFPC) has successively issued three batches of official approvals for 107 resins, 301 additives and 258 additives intended for food contact use in China. Thus, any food contact materials that are not in the current listings or approved in a listing in the three batches of “clean-up” listings will be subject to a formal petition.

In 2012, NHFPC started likewise “clean-up” process for food contact standards aiming to forming a systemic set of food contact standards in China. Now that “clean-up” process is in final state, companies are struggling to keep up with the growing number and complex nature of food contact regulations and safety requirements that are expected to come in force as of 2016 in China.
