Impact, Overview, Fees and Action Required

Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements.

Overview of Changes (Specific details of new/revised requirements are found in table below):

  • New Requirements for Accessibility of Live Parts on Line Side of Service Disconnect 
  • New and Revised Requirements for Inclusion of Inlet/Outlet Requirements for Panelboards 
  • Inclusion of Meter Socket Maximum Peak Let-Through Current Criteria to Pass/Fail Criteria

If the applicable requirements noted in the table are not described in your report(s), these requirements will need to be confirmed as met and added to your report(s) such as markings, instructions, test results, etc. (as required).

Schedule: So that shipping of products with Listing Marks will not be interrupted, an approximate schedule has been established to ensure Listing Reports are found compliant by Effective Date:

  • May 2, 2016 = 8 Month Report Review – Intertek will review all Reports. Update if compliance is verified or issue Findings Letter/Quote for any re-evaluations needed
  • July 1, 2016 = 6 Month Quote Cut-off – Quotes returned for necessary re-evaluations
  • December 1, 2016 = 30 Day Warning – Client advised of all non-compliant Reports to be Suspended
  • January 1, 2017 = Effective Date – ATM Suspended for all non-compliant Reports

Fees: An initial review of Listing Report (s) will be covered by a direct billing project and will be invoiced at not more than $1000 per report.

Information – To assist our Engineer with review of your Listing Reports, please submit technical information in response to the new/revised paragraphs noted in the attached or explain why these new/revised requirements do not apply to your product (s).

Current Listings Not Active? – Please immediately identify any current Listing Reports or products that are no longer active and should be removed from our records. We will do this at no charge as long as Intertek is notified in writing prior to the review of your reports.

 
Description of New/Revised Technical Requirements

5.4InfoService equipment (Construction)
5.4.2 New clause added;

Panelboards with provisions for only a single service disconnect shall be constructed such that, with the service disconnect in the off position, no ungrounded uninsulated live part is exposed to inadvertent contact by persons while servicing any field connected load terminal, including a neutral load terminal, a branch circuit equipment grounding terminal, or the neutral disconnect link. Exposure to inadvertent contact is determined by use of the probe illustrated in Figure 5.1.
5.4.3 New clause added;

Metal barriers provided to limit exposure to inadvertent contact shall:
    a) Have a thickness not less than 0.032 inch (0.81 mm) if uncoated, not less than 0.034 inch (0.86 mm) if galvanized, and not less than 0.050 inch (1.27 mm) if aluminum.
    b) Be constructed so that it can be readily installed and removed without the likelihood of contacting bare live parts or damage the insulation of any insulated live part.
 
5.4.4 New clause added;

Nonmetallic barriers provided to limit exposure to inadvertent contact shall:
    a) Comply with requirements in 14.3.3 for barriers used in conjunction with a minimum air space of 0.013 inch (0.33 mm). 
    b) Be constructed so that it can be readily installed and removed
 
5.4.5 New clause added;

Panelboards marked “Suitable for use as service equipment” and
    a) Constructed in accordance with 5.7.4 and designed for use interchangeably either with main-terminal or a single service disconnect only, or
    b) Provided with a single service disconnect, shall be permitted to provide the protection from inadvertent contact in 5.4.2 in a field installable kit when marked in accordance with 32.12.12. See also 32.9.11.
 
32InfoDetail (Marking)
32.9.11 New clause added;

Panelboards marked "Suitable for use as service equipment" and provided with protection from inadvertent contact in a field installable kit, as permitted in 5.4.5, shall be marked "Install Service Barrier Kit, Cat. Number ____" or equivalent. See 32.12.12.
   
----New requirement to evaluate conductors that pass through a metal wall or partition:

1) Specifying construction requirements to prevent inductive heating, or
2) Option of a Temperature Test to validate that the construction does not result in unacceptable temperatures in the area of the metal wall or partition.
10InfoCurrent-Carrying Parts
10.1.11  New clause added;

All conductors of an alternating-current circuit that pass through a wall or partition of metal having magnetic properties, including the neutral, shall be run through the same opening.

Exception: Internal wiring of panelboards subjected to the Temperature Test, Section 19, with temperatures recorded in the area of the metal wall or partition to determine compliance with Table 19.1, are not required to include all conductors in the same opening.
10.1.12  New clause added;

With reference to the requirement in 10.1.11, and to Figure 10.1, the conductors may pass through individual openings in a wall or partition if the openings are connected by slots cut in the metal wall. The conductors may be run through individual openings in an insulating block used to cover an opening in the metal wall sufficiently large for all the conductors of the circuit if no metal bracket, brace, or the like, is placed across the insulating material between the conductors.
   
----New requirements for inlets, outlets, and interconnections for cord-connected equipment, including requirements for:

1) Interconnection of portable generators to panelboards
2) Outlets and inlets which may be included on panelboard to interconnect with cordconnected source or load(s).
11 Wiring Terminals
11.1.1  The clause was revised to include connections for cord-connected equipment. See Cord-Connectors, Section 11A.
11A  New section added;

Cord-Connectors

11A.1.1 If provided with connections for cord-connected equipment, connectors shall comply with Section 11A, Cord-Connectors.
12InfoSwitches, Circuit Breakers, and Overcurrent-Protective Devices
12.8 New section added;

Panelboards with integral inlet
12.8.1 Panelboards with an inlet shall be provided with branch circuit protection for the circuits supplied through the inlet. The rating of the branch circuit protection shall not be greater than the rating of the inlet.
32.17  New section added;

Panelboard with provisions for cord connections
32.17.1 Panelboards provided with single pole separable connectors that are not mechanically interlocked shall be marked to indicate that connections to the inlets are to be made by qualified personnel only.
32.17.2 Panelboards provided with single pole separable connectors (input or output connections) that are not mechanically interlocked shall be marked to indicate the proper order of connection and disconnection. This marking shall read as follows:
  WARNING – Risk of Electric Shock
Plug connection should be in the following order;
1) Equipment grounding conductor connectors;
2) Grounded circuit conductor connectors; and
3) Ungrounded conductor connectors.
Disconnection should be in the reverse order.
32.17.3  The marking required by 32.17.1 and 32.17.2 shall be located adjacent to the point of connection.
32.17.4 Panelboards with inlets shall be marked to indicate the type of derived system that the panelboard is intended to interconnect in accordance with either (a) or (b):
    a) Panelboards that do not switch the neutral conductor shall be marked with the following: "WARNING – For Connection of a Nonseparately Derived (Floating Neutral) System Only."
    b) Panelboards that switch the neutral conductor shall be marked with the following: "WARNING – For Connection of a Separately Derived (Bonded Neutral) System Only."
 
----Revisions to Current Ratings of Panelboards
32.1.26 New clause added;

If a panelboard incorporates a main circuit breaker having a current rating less than the marked rating of the panelboard, the marked current rating shall be followed with the words "Maximum – see main circuit breaker rating".
